Job purpose

 

Identify and implement effective defect elimination of existing design faults as per engineering best practice in Mechanical and piping under  Manager Engineering scope’s through (1) Coordination, study, troubleshooting, analysis, deciding best solution and implementation strategy. (2) Development of new projects and improvements on mechanical and piping facilities (3) Preparing, reviewing, analyzing, and making cost estimates, design work connected with minor and major capital investment and expense items, for modifications and alterations to existing systems or installation of new systems, either by Maintenance Department or through external contractors, and (3) ensuring that all engineering work is completed on schedule, on budget and in accordance with project specification & company requirements; in order to ensure that the equipment design meets the approved engineering design criteria, applicable code & standard and functional requirements including compliance with department strategy and project specifications.  

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Develops performance measures analysis to support project engineering service team in updating the parameters essential for completion for their respective Work Breakdown Structures (WBS’s).
  • Prepares and maintains package work plans and monitor progress to achieve on-time or earlier deliveries to keep the project on schedule.
  • Reviews & approves contract development plans and contractual Scope of Work (SOW) for the execution of engineering services be it FEED or EPCC and delivers engineering packages as per Management of Change (MOC) to all concerned.
  • Analyses recurring problems and major issues and be able to apply engineering theories, industry norms, and time-tested practices to resolve the issues.
  • Reviews conceptual and preliminary engineering and design of piping & static equipment for operational projects. 
  • Analyses and approves relevant documents such as: 
  • Design drawings & layouts, Isometric drawings, BOMs, update SP3D Model 
  • Construction methodology (Method Statement)  
  • Cost Estimation & Purchase Request 
  • Project proposal by the external contractor(s) in conformity with the contractual technical specifications as applicable codes & standards. 
  • Work breakdown structures (WBS) and recommends appropriate modifications and revisions of piping & static equipment for the new project assigned. 
  • Contract development plans and contractual Scope of Work (SOW) for the execution of engineering services and delivers engineering packages as per Management of Change (MOC) to all concerned. 
  • Ensure that all piping & static equipment engineering-related and safety procedures are adhered to throughout the project duration. 
  • Designs plant modifications and follow through to project completion.  
  • Studies and evaluates proposals for plant modification or improvements and provides recommendations on workability at the implementation stage. 
  • Carry out HAZOP studies for new modifications.  
  • Participates in RCAs and conducts failure analysis of mechanical and piping systems
  • Conduct Risk assessment, obtain expert advice from concerned departments, and ensure implementation of risk assessment results. 
  • Carries out test runs and monitor plant performance to ensure improvement in product quality. 
  • Oversee and monitors all engineering-related activities in the assigned projects to ensure timely engineering support to maintenance, external contractors, operation, planning, and others as appropriate. 
  • Develop and provide technical clarification on contractor scopes of work, evaluate bids and provide recommendations reports. 
  • Coordinate with the project team and other members of the project implementation to ensure accurate work drawings are maintained and that field changes and as-built drawings are properly documented. 
  • Develop & implement fitness for service evaluation on all static equipment (Storage Tank, Pressure Vessel, Boilers, and Heat Exchangers) & piping in accordance with applicable code & standard. 
  • Develop and provide an effective Training Program for the development of young engineers.

Internal: Operators, Shift supervisor, Maintenance Coordinator, Process Trainer, Technical Services Department, Engineer production. All TSD Team Leaders and Engineers, Operations, Maintenance, and Procurement & Contracts.

External:  Contractors, Vendors & Suppliers

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Minimum qualification required is a college graduate degree in Mechanical Engineering

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

  • Engineer role within the Oil & Gas / Refinery / Petrochemical industry, with experience in Mechanical and Piping
  • Experience and well versed in field investigation, inspections, troubleshooting, performance checks, data compilation, etc.
  • Understanding of Process Plant (P& ID / PFD) & Engineering drawings and OEM manuals.
  • Sound judgment in technical matters with good skills in engineering field materials specifications, integrity inspection, plant design optimization/modification, and applicable code &standards.
  • Well-versed in design concept & engineering drawings, contracts, and shutdown/modification jobs.
  • Broad understanding of relevant process on refinery/petrochemical plant & equipment regarding static, piping & storage tank, applicable code & standard (API, ASME, ASTM, PIP &, etc.), and project specs
  • Plant troubleshooting, equipment optimization & problem-solving
  • Project & Engineering Services experience such as: 
  • Piping, Static Vessel, and Above Ground Tank Design & Modification
  • Project Execution and Material Engineering
  • Well versed in international code & standard:
  • ASME B31.1 & 31.3, ASME Sec. VIII, Div. 1 & 2 & ASME Sec. IX
  • API 650 / 620 & API 660 awareness
  • TEMA
  • Knowledge of materials of constructions including CRAs and non-metallics like GRP
  • Knowledge of engineering software:
  • PDMS applications
  • Working on SmartPlant tools SP3D
  • CAESER and Navisworks
  • Good knowledge and expertise of SAP (PM & MM & FM Modules) Computerized Maintenance Management Systems (CMMS)
  • AutoCAD and Micro station (an advantage).
